Norfolk Segment 1A

The HREL Norfolk Segment 1A will repurpose I-64 in both directions from Tidewater Drive to Patrol Road in Norfolk. The three existing general purpose lanes and shoulders will be converted to one part-time, high-occupancy shoulder Express Lane and three general purpose lanes for a total of 2 miles.

This project is currently under construction.  The HREL Norfolk Segment 1B is in design.

Design-Build Contract Cost: $163 Million
Estimated Overall Project Cost: $197.6 Million

Major Work Items:

  • Two miles of shoulder rehabilitation/strengthening in each direction
  • Noise barriers
  • Overhead signing
  • Right of way acquisition in spot locations
  • Roadway widening in spot locations to maintain minimum shoulder width
  • Tolling gantries
  • Widening and rehabilitating five existing bridges (I-64 east over I-564, Granby Street and Little Creek Road, both directions over Tidewater Drive)
  • Rehabilitating three existing bridges (I-64 west over Little Creek Road, Granby Street, and the I-64 Reversible Roadway bridge over I-564 and Little Creek Road

Fall 2023 Construction Outlook:

  • Construction started Oct. 15 with shoulder strengthening along I-64 in both directions.
  • All work is dependent on weather conditions, and the schedule is subject to change.
